Jill is Head of Operations at Shift, where she oversees the organization’s core operational functions, including finance, human resources, grants, and contracts, and plays a central role in advancing organizational effectiveness and long-term sustainability. She serves as Treasurer of the Board of Directors and is a member of the executive leadership team, partnering closely with senior leadership to support strategy, risk management, and responsible stewardship of resources.
Jill brings 25 years of experience leading finance and operations across the nonprofit and international development sectors. She has overseen large-scale global programs and complex grant and contract portfolios exceeding $50 million, working closely with funders and internal teams to align financial, operational, and programmatic objectives. Her career has been marked by strengthening grant-making and compliance systems, improving data integrity, streamlining workflows, and translating complex policies into practical, user-centered processes. She brings deep expertise in grant compliance, financial management, human resources, and enterprise systems, and is known for aligning operational rigor with programmatic impact.
Her work spans Africa, Asia, the Middle East, and Eastern Europe, with leadership roles and long-term assignments in Moldova, Jordan, Myanmar, Lebanon, and Ghana. Jill has held senior operations and finance positions with organizations including Tetra Tech and FHI 360, supporting complex, multi-country initiatives focused on climate change, conservation, civil society, human rights, and governance. Throughout her career, she has partnered closely with major development funders, including USAID, the European Union, GIZ, and the United Nations, building productive relationships and navigating diverse funding frameworks to advance shared objectives while strengthening operational systems in dynamic and resource-constrained environments.
Jill began her career as a Peace Corps Agroforestry Volunteer in Cameroon, an experience that inspired her lifelong commitment to international development and equity-driven work. She holds a Master of Public Policy from George Mason University and a Bachelor of Landscape Architecture from Michigan State University.
